The International Cricket Council (ICC) has sparked heated discussions with its proposed two-tier structure for Test cricket. At its latest annual meeting ICC formed a working group led by former New Zealand cricketer Roger Twose, to explore the feasibility of this system. The proposal has divided major cricket nations with England and Australia at odds over its implications.

Over the past 20 months Bangladesh has played 16 Test matches securing only three victories. Despite this, opportunities to compete against top teams like England and Australia have been a silver lining. However, two-tier system threatens to limit such matchups. The proposed structure would divide teams into two divisions, with promotion and relegation, potentially restricting smaller nations’ access to elite competition.

England’s cricket board (ECB) opposes any system that risks relegation to a lower tier. ECB Chairman Richard Thompson, speaking on BBC’s Test Match Special, emphasized the need for a balanced approach.

He cited South Africa’s triumph over Australia in the 2023-25 World Test Championship as evidence that smaller teams can compete with proper support. Thompson advocated for refining the World Test Championship with a clearer schedule, structured bilateral series for red and white-ball cricket, and factoring in the 2028 Olympics.

Meanwhile, Bangladesh Cricket Board (BCB) has expressed concerns that a two-tier system could marginalize teams like theirs limiting opportunities to face top sides like Australia and India. England insists ICC must apply “common sense” to avoid unfair outcomes.

Cricket Australia’s CEO, Nick Greenberg, took a more open stance in a radio interview, stating he’s receptive to the two-tier model if it benefits smaller teams. Otherwise, he prefers maintaining the current structure.

As discussions continue member nations seek clarity from ICC. The outcome will shape bilateral series planning for the 2027-29 World Test Championship cycle. ICC also expected to launch media rights tenders for 2027-31 commercial cycle once these issues are resolved.
