MOSCOW, 1 Aug – Roman Teryushkov, a member of the State Duma Committee on Physical Culture and Sports, said that in September he plans to hold a round table in the State Duma with the participation of interested departments and organizations on the topic of Russia’s sports sovereignty.
At the end of February, the International Olympic Committee (IOC) recommended that international sports federations not allow Russian and Belarusian athletes to compete because of the situation in Ukraine. A number of international federations excluded Russians and Belarusians from competitions under their auspices, and also canceled the competitions in Russia, other federations allowed athletes in a neutral status.
“Russian sports have been in suspended animation for five months now. The regulatory framework for sports is either outdated or contradicts the state policy of the sovereign state of the Russian Federation. The most important task now is to eliminate contradictions in the system of legal norms governing the field of sports in our country. 329 Federal Law (On Physical Culture and sports in the Russian Federation) does not meet the requirements of the time, it is simply irrelevant. You can edit by-laws as much as you like and wait for improvement, but it will not happen without the most basic document and codification. The foundations of state policy are defined in the field of cultural policy, social services for citizens, in in the field of informatization, tourism, even in the field of healthy nutrition of the population, but not in sports,” Teryushkov wrote in his Telegram channel.
“In September, I plan to hold a round table in the State Duma with the participation of interested departments and organizations on the topic of Russian sports sovereignty. We are starting preparations. We will formulate and send the draft foundations of state policy in the field of physical culture and sports to the president for consideration and determination of the sports course of the Russian Federation,” – wrote Teryushkov.
Earlier, in an interview published on the YouTube channel of journalist Viktor Kravchenko, tennis player Daria Kasatkina did not rule out a change in sports citizenship if the Russians were suspended from all tournaments. Teryushkov believes that this issue should be on the agenda of state policy in the field of sports.
“The case of Ivan Kulyak, who was punished by his own country for supporting the Armed Forces of the Russian Federation; the case of Daria Kasatkina; failure to attend a meeting with the president for various “good” reasons by some Olympians – all these are issues of state policy in the field of sports. You will not find answers to these challenges in the available now documents. They do not say anything about the prestige of the country and the reaction of the state to the change of sports citizenship by athletes of the national team. There is no data on the procedure for educating true patriots, athletes defending the honor of the Russian state, demonstrating the strength and unity of the people, sports dignity and an absolute role model These apolitical, technically formulated documents do not carry any state idea, only the procedure for drawing up plans and submitting reports,” Teryushkov added.
